Is there a way to create a RGB noise filter similar to this image?

    I don't know how to get the RGB noise, but I DO know how to make the noise filter itself
    Go to Filter > Draw > Perlin Noise. Set the Scale to the lowest value (<10.00), high Amplitude (>1.00), and very low Attenuation (<0.30).

    CLIP STUDIO PAINT has no function to create RGB noise.

    It seems that RGB noise can be created by using a fee plug in Japanese EX.
    "Add noise" (developer: tempura)

    Keyflurry creates noise in the way described, and changes the color to red, green and blue using level correction and synthesis mode.
    RGB noise can be obtained by combining them in screen mode.
