"Create fill" for "Shape" in vector layer state

Is it possible to draw shapes using "Shape" and "Create Fill" in vector layer mode?
I understand that you can create lines in vector layers.
I understand that you can create fills in raster layers.
When creating in a raster layer, it becomes impossible to edit the points with the "Operation" object,
so I'd like to know how to deal with that.

    If you want to draw professionally, it's better to start with an Adobe Illustrator-type app. For example, affinity (cheaper than Adobe).
    If you really want to use Clip Studio Paint, the balloon tool is close, but it is inferior to Illustrator-type apps in terms of ease of use and functionality.
    To use the balloon tool,
    first set the basic expression color of the work to color, then use the balloon tool to draw with the color you want to use for the line as the main color and the color you want to use for the fill as the sub color.
    If you want to change the color, you can change it with the object tool, and changing the shape (moving and transforming the control points) is also an object tool.
