Firstly there is no huge difference because the rapressent the colors that the program can show you. So basically there is no cromatic difference between them.
The difference is on HOW they let you choose that color.
Every color picker you see is in reality a 3D model the difference between HSV and HLS is on how those two 3D models are created, the inly thing that is equal on those two models is the HUE concept.
The HSV model in layman's terms is a cilinder in which at the center there is white, at the bottom the black and the Hue is practically the color. So in the HSV the Saturation is how much the color is near or far the white and the Value is how much is near or far to the black.
The HLS model is a model in which you have a Saturation that let you know how much your color is near or far from the grayscale and the Lightness is a value that let you know where you are between white and black.
The only difference is how you find yourself comfortable on choosing the colors. ^ ^
