How do i transfer my license from one computer to another?

I have cps installed into this computer (windows) and want to start to usde it in another computer (windows) i had purchased the one time purchase of vers 2.0.6 and doesnt let me hold cps in two diffrent laptopd at the same time how do i get it my plan to be tranfered to the other laptop because i am changing form this computer to the other computer entirely.
For my second part of my question how do i transfer all my downloaded mateerial and my art work that i have made into the nw computer.
