tried installing the newer version and also the old one but none solves the problem
I don't want to install windows all over again since I'll lose a lot of things, can someone help me?

13 days ago"A friend told me" is the most unreliable thing to do. If you don't know, you should google it first before attempting to delete anything.
Appdata is a system folder, I don't think you can delete it without messing up windows bad or if it even allows you to delete it. Did you delete celsys folder in it? Deleting that won't only free up space, but also completely delete all your settings, materials and tools. Usually CSP creates a new celsys folder upon launch if it does not find an old one, which is a clear clean install basic layout. In your case you have a classic something went wrong with installation interface.
Have you tried to restore what you deleted?
If you can't, uninstall everything celsys related from control panel, and delete all user data (celsys and related folders). Since it is gone already it won't do any further harm. Only then attempt to install a fresh new CSP. In the worst case, if you did something to the system folder there is little you can do besides trying some windows repair tools from microsoft.
