Export black text layer 100K

When I try to export (whatever CMYK or RGB) it seems that the « black » for the next is not « true black (K100) » CMYK. Whatever I try to even create a text with the text layer and modify it to K100 (as CMYK 73-71-64, it seems as if it’s always going back to the RGB.
I did try to export as tiff or PSD with different specs in CSP, still same issue.
My question come from our publisher who get the TIFF or PSD and built the comicbook with Adope InDesign. I did see some answer ablut this issue but no answer resolved this issue. Any answer?

    Clip Studio Paint basically manages colors in RGB. It converts from RGB to CMYK and exports it.
    The exported black is a mixture of CMYK, so you may need to adjust the color in Photoshop using the channel mixer.
    If you export it in gray, it will be K100.
