I want to get rid of the outer frame on the spine side of the cut line.
As shown in the attached image, I am working on a two-page spread. The blue parts are the top, bottom, left and right cut lines.
If I use "Align crop marks" to set the gap to 0 mm and stick them together, the image inside the cut line on the adjacent page will be included when exporting, regardless of whether it is the left or right page. (This seems to be a specification of Clip Studio Paint.)
I would like to set the outer frame of the cut line on the spine side, indicated by the red arrow, as close as possible, but not overlap when exporting. (I am making a B5-sized manuscript into a B5 fanzine.)
If anyone knows how to do this, please let me know.

If you are okay with data up to the bleed without crop marks, you can create a double page spread without any margins outside the bleed by simply setting "Matching pages to be spread" without aligning the crop marks and setting the "Finished size + 2 bleed widths" to the canvas size.

Try opening a book you have at hand. The middle (gutter) is glued, and the paper is curved, so it's hard to see.
The part shown in blue compensates for the invisible part (by making the left and right pictures overlap slightly) to make the picture look like a natural spread.
Without it, the blank paper would be unnaturally visible and it wouldn't look like a "spread".
By the way, the part indicated by the red arrow is just a margin, so it has nothing to do with the printing range.
If you think, "I don't want to make a spread like a regular book, I don't want to split the picture in half, so I don't mind the white space in between,"
then that's a different story, but if you want it to look natural, you should align the registration marks according to Clip Studio's settings, set them to 0 mm,
and just let Clip Studio fill in the gaps and start printing.

If you really want to cut it at the border, try changing the spread from a two-page spread to a single page before you start writing, and then masking the unnecessary parts. Or you could draw the two-page spread on a separate sheet of paper and paste half of it on top.

It seems that you do not correctly understand the meaning of manuscript paper.

The manuscript is cut at the "blue parts on the top, bottom, left and right", and the outside of that is the part that does not exist when bound.

Indeed, I was surprised at first by the specification of Crysta that displays the drawing on the adjacent page as if it were copied onto the opposite page.

This specification is sometimes difficult to see, so I have requested that it be displayed "as it appears" when exporting or printing, but there is no change at present.

If you really want it, you will need to forcibly mask that part.

The area outside the "blue areas on the top, bottom, left and right" of the canvas is where the printer's marks will be displayed for bookbinding.
For web manuscripts that are not related to bookbinding, you can simply export "up to the printer's marks bleed."
