Device license authentication count exceeded

It says that I have exceeded the number of device authentication times, but I have unlocked several devices in a short period of time and have never authenticated them. I'm using two plans, one on my home computer and one on my iPad, but I only have experience deactivating the device because I work on my school computer about twice a week.
I don't know why the number of device authentication times was exceeded. Isn’t a short period of time about two or three hours? Are you talking about a day or two?

The terms of use only allow use on devices over which the user has management rights, so using it on a school PC is a violation of the terms.

Device switching is designed to allow users to replace devices due to breakdowns, etc.

There is no published limit, but it is limited to a few times a year (certainly less than ten times).
