can't make new file or transform

i just got csp today, i previously had it on a different computer and wanted to start using it again. whenever i press anything under the transform button in edit (rotate, scale, etc) nothing happens, and i just noticed that pressing the new button in file also doesn't do anything. i've tried to uninstall and reinstall several times, tried restarting my hardware, and nothing seems to be working. i am on csp 1.12.3
