Is it possible to change to any color with "Hue / Saturation / Brightness"?

I'm sure there is a slider to adjust "hue / saturation / brightness", but I simply understand it as a "change color later" tool.
I'm sorry if this understanding is wrong in the first place, but as the title says, is it possible to change to "any" color in "hue / saturation / brightness"?

The reason why I hear this kind of thing is that there are rare times when you can only change the color you applied appropriately to the desired color later.
To take an extreme example, you can't change the color painted with "black" to "blue", "red", or "yellow", right?
In the case of "black", it becomes "black" even if you change the hue, "black" even if you change the saturation, and it becomes gray when you increase the brightness.

If anyone is familiar with it, please let me know.
