Can't you delete it below?
Right-click on the command bar → command bar settings → select the desired icon → delete
I think "move" is possible by dragging and dropping.
It's unclear if the default feature is possible.

1 year agoIf pressing and holding the Apple Pencil does not respond, press and hold the icon with your finger to display the operation menu. You can also delete it.
If you set the "Sort method" that appears there to "Drag", you can also move the icon with Apple Pencil.
You can also use Apple Pencil to move while Usapyon is opening the unzipped "Command Bar Settings".- Japanese
