Is there a way to have the velocity settings affect short strokes?

I'm trying to find out why even though my velocity settings are the highest they'll go, it doesn't compute for short fast strokes unlike the long fast strokes. Is there a way to make my brush dependent on speed for velocity and not the length of the stroke as well? The stroke in red is the ideal and the one above is what I'm getting.
