Can Clip Studio Paint EX be used in China?

It says 'Customers who access the software from the People's Republic of China are not permitted to buy these products.' at the bottom of the purchase page.
Does that mean that if I buy it the software isn't able to open?
Or does that mean that they won't allow me to buy it?(I can access the payment page just fine, haven't paid yet)
Or does that mean that I can't log into my account from China?
What exactly does it mean by that? I've been looking forward to the sale for a while now and really want to buy the EX version.

4 years agoI'm not an organization, so I don't know the details, but I think CLIP STUDIO means that it is for Taiwan / Hong Kong and not for mainland China.
This is a place where similar programs are managed in mainland China, but there is no guarantee cooperation and the version upgrade seems to be a little slow.

CLIP STUDIO PAINT supports Chinese (traditional) OS, but does not support Chinese (simplified) OS (cannot start)
