Clip Studio Launcher doesn't work and downloaded assets don't show up

I can't open the Clip Studio Launcher at all. It'll do the little spinning circle, like my computer is trying to load something up, but nothing ever opens and the spinning circle eventually just disappears. I've tried completely deleting and reinstalling my program, but it hasn't changed anything. Because of this, I can't download any assets. I've tried, but they just don't show up. I'm really confused about how to fix this.
