I don't know why it can't rotate
Can rotate
When you want to rotate
Capture the state of your entire monitor
May be subject to judgment
Select a layer or folder
Enable keyframes
Make the sub tool an object tool
Display and check the tool property palette
I think there is an item for "rotation angle"
