single swipe move canvas not working?

for some reason the single swipe with the finger started to draw lines instead of moving the canvas, i tried the touch gesture setting making single swipe a different tool and turning it off as a whole. o tried to move the hand tool thing to where my pens where but since i have multiple sections for organization i would have to move the hand tool every time i change the pen i use.
is there a better solution?
