Can't move layers via tablet pen

On my Surface Pro 4, my pen nor my hand can drag the layers at all. This wasn't a problem before, what is going on? I tried disabling Windows Ink, configuring touch operations, and even reinstalling.

    Due to the effect of Windows Update, at least two kinds of defects are currently confirmed.

    I'm having the same problem, also with a Surface. It's very upsetting, I remove my keyboard to work, so I have no other way to easily move layers.

    Had the same issue. Installing Ver 1.7.3.1 worked for me, thank you very much !

    I'm using an SP4 and have this issue. I downloaded 1.7.3 and unfortunately that didn't change anything. However, I found a nice workaround where if I drag the layer to the right before moving it up or down, it works. I don't know if this is a feature or a bug, but as long as I can move them, I don't really mind either way haha. I also found that I could move layers while holding left click on the surface pen, but that's not really convenient for me as I use a grip that covers left click.

    Also, I don't know if it's related, but after about 20-30 minutes my pan key (spacebar) would stop working and I'd have to restart CS Paint. I'll have to test to see if this is still happening after 1.7.3.
