Active mirror window not mirroring?

Hello!
I'm trying to open an active mirror window, where a separate window displays the same canvas, but doesn't move when I move the other canvas. I have tried window > canvas > new window, but both windows will flip if I try to flip just one. How do I fix this? Is it a ipad vs PC thing?
