5 years agoI do not know what the block blur is like,
Duplicate the layer and leave the layer of the contour,
How about applying Gaussian blur to the duplicated layer and adjusting the density with layer density or tone curve?
If you put others on top of it, it will be a multiplication layer.

5 years agoIf "block blurring" is "blurring (box)" in Photoshop,
It may be close by multiplying "moving blur" twice.
The images are taken twice at 45 degrees and -45 degrees. (I think that it is necessary to change such as 90 degrees and 30 degrees depending on the image)
※ I did not know the numerical value so I visually blurred it somewhat
