I downloaded a filter effect layer, but I don't know how to apply it to paint.

29 days agoDrag and drop it from the material palette onto the canvas and paste it → Place it at the top of the layer palette → Change the layer mode if necessary ([Multiply], [Overlay], etc.)
If this method does not apply to you, try writing the content ID or URL of the material.
