CSP mouse interference/ not working??

Ok, someone please help!!
Ive been using CSP my whole life, I used it on my macbook. I just built a pc and now I have windows10, I reopened it and itll work for like 2 seconds before my white mouse icon pops up (as apposed to the brush circle icon. text icon, etc) and CSP becomes unresponsive.
I can click on and use all my other applications but CSP just doesnt seem to work, i tried uninstalling it and my tablet driver but its still doing it,
Any ideas?!?!
