For a baby of crawling age, I think it's inconsistent because the face has the skeleton of an elementary school to junior high school student.
Babies of this age have protruding foreheads and cheeks that cover their noses, and their hair doesn't grow as well.
The limbs are also short and plump, and the shape is so different that you can think of drawing a completely different creature, rather than simply reducing the size of an adult.
Of course, there are individual differences, but if you want to show the symbol "baby" as a picture, I think it's okay to exaggerate the likeness.
