How to Enable Export Settings?

Whenever I click "Export (Single Layer)", I used to get a window popping up that showed me all my settings. I got a new computer recently, and now, whenever I do that, it doesn't show up at all. I've looked all over the place for the setting that allows that to pop up, but I have no idea where it is. Help?
