Screentone question and sizing/printing question

I've got two questions in regard to CSP and I have yet to find good answers for either; I'd really appreciate some help.

Question 1 - Screentone Moire: Previously, I'd figured a janky way to make faux-screentons in PS (https://panic-volkushka.tumblr.com/post/173806909615/to-celebrate-3-years-on-testosterone-heres-a) and it looked decent online and printed great on a standard office printer/copier. I'm loving CSP and the screentones in particular, but I'm running into a really annoying problem. If I finish a page, flatten the image, and resize it for web viewing, I get screentone moire If I resize the image for web and THEN apply the screentone, the size of the screentone is bigger than I like and bigger than it would be if printed.

How do I keep screentone consistent between web size version and print size version without moire?

Question 2 - sizing for "zine printing": Does anyone have advice/a guide to the best way to size pages in CSP if you intend to print your comic in the classic zine format of A4 (8.5x11) paper folded in half? That's how I've been formatting/printing my comics from PS for YEARS and it's been working fine.
