Paint can/fill function won't work on certain conditions. Why?

I went by the tips on how to color from this webpage https://www.clipstudio.net/how-to-draw/archives/161828. I wanted to trace a penciled sketch done traditionally (not digitally). I traced the outline on a vector layer using the figure tool. I went by the directions on the webpage. But it wouldn't allow me to color within the lines, nor will it fill the color in the space I wanted. In fact, the tool won't work at all on that layer. It's illustrated in the pictures provided.

It also won't work if the picture is outlined in brush or pen.

I tried copying and pasting the penciled image on a white background to see if it would change anything. Unfortunately, it didn't help at all.

So, the question is, is it possible to color or fill in a line drawing traced from a scanned pencil sketch? If so, how?

    You made a mistake in the procedure.
    Please read all the explanations on that page again.
    Not only brush settings, but also layer settings are required.

    You have not set the bordered layer to Set as Reference Layer.
    It looks like the Set as Reference Layer button is off.

    After setting [Set as reference layer], create a new raster layer under it and fill it.
    It has no effect on the same layer.

    Of course, the brush used for filling should be set to [Do not extend beyond the line of the reference layer].

    This is a useful feature once you get used to it. Please try by all means try.

    Then the vector layer cannot be filled.
    Whenever you use the Fill tool, you must use a raster layer.
