MB data to small KB data

Good evening, Christian beginner.

I would like to keep jpeg's MB data within 250 KB at 600 dpi resolution.

I know that the data size will increase due to resolution,
Is there a way to make the resolution at 600 dpi and within 250 KB in its original size ...?

Campus size is for commercial magazines.

    In JPEG, the amount of data also changes depending on the content and quality of the image.
    For example, if it is a pure white image of a commercial magazine size of 600 dpi,
    It seems that it will be 200 KB if you save with quality 1.

    Even if you change the quality to 1 with CLIP STUDIO PAINT
    When it does not become the target size,
    Because the parameters at compression differ depending on software,
    After exporting in a degradation-free format such as PNG,
    Please save with other software.

    However, the picture quality deteriorates markedly.
    I think that it can not be used within a practical range.

    If it is monochrome manuscript, there is degradation of JBIG 2 which can be used for PDF etc.,
    It can be saved in a fairly small size.
    As for color, I think that JPEG 2000 has higher quality.
    (It may not be possible to specify with CLIP STUDIO PAINT PDF plugin.)
